History: The Regional Safe
Program began serving students statewide
in 1997 after the enactment of PA
89-383. The program provides a system of
alternative education programs for
disruptive students. Regional Office of
Education, in conjunction with local
school districts and communities,
evaluated local needs and established
this program.
Safe Schools Law: “Every
school district in the State shall do
all it can to ensure a safe and
appropriate educational environment for
all of its students, and the first, but
not the only, step school districts must
take to achieve that goal is to
administratively transfer disruptive
students from the schools they currently
attend to the alternative school
programs created by this Article.”

- Premier Academy is one of over 100
regional safe school sites statewide;
each program works in cooperation with
local public school districts to
identify students who are eligible for
administrative transfer for repeated
disruptive behavior.
- Regional Safe School Programs
maintain consistent contact with home
schools regarding student progress and
strive to return students to their
mainstream school environment.
- Each student is provided with a
full standards-aligned academic program
under the supervision of Illinois
certified educators. Premier Academy
provides a safe and orderly environment
where individual student needs may be
met.
- Each student has an Individualized
Optional Education Plan (IOEP) to
identify his/her specific goals and the
interventions necessary to achieve the
desired outcome.
- Premier Academy provides enrollees
with a wide variety of support services
designed to address the root causes of
the disruptive behavior they have
exhibited prior to enrollment.
Eligibility: Students who are
being referred to the Regional Safe
Schools Program must meet one or more of
the following criteria in order to
become eligible for enrollment:
- Have multiple suspensions
- Eligible for expulsion
- Involved in misconduct that can be
described as serious, repetitive,
and/or cumulative
- Expelled; if a student has already
been expelled, they need to be
readmitted to their school and
administratively transferred into
our program; an Administrative
Transfer Form is necessary
